Late Proposals - Changes to District Constitution
Proposal 1
Be it resolved that the District petition the General Church Board of the Lutheran Church of Australia to replace the Constitution of the District with the 2022 NSW and ACT District Constitution.

Rationale:
The constitution is based on the LCA model district constitution, with a few refinements, and a critical change to the not-for-profit clauses. Note that the current General Synod has already approved of some amendments to the model district constitution, and will be considered more at the February in-person session. The proposed district constitution had proceeded as if all of the proposed LCA amendments are ratified.

Proposal 2
Be it resolved that the District adopt the 2022 NSW and ACT District By-laws as the By-laws of the District.
District Church Council
Rationale:
The by-laws are based on our own Part B, but have incorporated the model by-laws with respect to conducting business at synod. They have also sought tidy up the confusion relating to LACA and St Paul's College, who have their own constitutions.
